It is widely called as OBC certificate.

For new issue of the OBC, you have to produce permanant caste certificate xerox, Lawyer affidavit original saying I belong to obc non cremelayer, transfer certificate xerox and address proof like aadhar or ration card xerox.

Yes you can get non creamy layer OBC certificate from the state of Andhra Pradesh as you have BCE certificate and you are eligible for getting this non creamy layer certificate for OBC. If your category enlisted in the state list of reserved categories  then you are automatically eligible for getting OBC certificate for non creamy layer section.For non-creamy layer OBC certificate family income will be less than 6 lakhs per year. Family income should not be include in which salary and agricultural income.
