With any graduation degree you are eligible for cds and upsc exam but there some posts and departments that need only specialized stream graduate like in cds Navy only B.Tech graduates are eligible etc.

For CDS exam, the eligibility is just to pass class 12 examination from any board with any of the subjects. While for UPSC exam, you must be a graduate from any field from a university recognised by UGC.

As you are a B.Com student, you are definitely eleigible to apply either for CDS or UPSC exam. For CDS, mind that you must be below 23 for OTA.
