In order to give JEE Mains, you must fulfil eligibility criteria as defined by NTA. As per 2020 eligibility rules, a candidtate must have passed 12th or quivalent exam in 2020, 2019 or 2018 which means 3 years of span including the current year. Also, candidate must score minimum required marks i.e, 75% for general category and 65% for SC/ST/PWD aggregate. Also, remember that you can attempt for only 3 times for JEE mains.

Only those candidates who have passed their Class 12th Examination or any equivalent qualifying examination in 2018 or 2019; or those who are appearing in their Class 12th Examination or any equivalent qualifyingexamination in 2020 are eligible to appear in JEE(Main) April -2020 Examination.Candidates who passed Class 12th/Qualifying examination in 2017 or before as well as those who will appear in such examination in 2021 or later are not eligible to appear in JEE (Main)–2020. Candidates must note that the IITs permit only two attempts for the JEE (Advanced), i.e. a candidate should have appeared for the Class XII (or equivalent) examination for the first time in either 2019 or 2020, subject to thecondition of not having been admitted at an IIT on earlier occasion.

Yes, a B.Sc. college student during his first can give JEE Main Exam as you have passed 12th with PCM if with 75% that is the minimum criteria for JEE. But, you will get admission only in first year after clearing JEE not in 2nd year.
