Yes anyone of any central or state board can take part in wbjee but he or she should have the domicile of west bengal.

There are some reserved seats for other state students. So you take admission in institutes through wbjee by coming in the merit list .

You can take admissions into private colleges of kolkatta, west bengal but not probably those that come under the wbjee. Wbjee is a seperate body that hold certain institution that would be allocated only if you clear the papers. Unless that is done you won't be eligible to take admissions into it.
