Yes, you can change your engineering branch if you want to change it in your 2nd year or 3rd SEM. But remember there will be very much competition for changing branch specially to CSE.
Branch changing depends on a lot of factors like :
- Your CGPA
- Students applying for the same branch, their CGPA
- Seats in the desired branch
