I would like you to clear your question.  But as I assume that you are asking if colour blind candidates can get ece or not then,  I would like to tell you that yes colour blind students can too get ece branch.  And there will no problem at all for that candidate in his/her academic life because of the disability.

It is fine. Colourblindness is not a big deal. It doesn't effect you much if you want to study ece. You don't have to worry.
