Hi! Firstly, I think we should look at the usual factors which result in changes in cutoffs for Comedk:

1. Number of test takers who applied and qualified

2. Number of seats available in each college and programme

3. Difficulty level of the exam

4. Previous year’s cut-off

Now, as you can see, these are very subjective factors, but all of these variables affect the exam scores, or are atleast connected to them in some effect. So, with respect to the delay in counselling, I don't think any drastic effect will happen, so as to radically change cutoffs. Hope this helps!
