yes definitely with computer science branch a student become software engineer as during your computer science and engineering you will be taught only those subjects by which you could become software engineer . so if you want to become software engineer then you must go for computer science and engineering.

If this is the path you are going to choose I recommend strengthening your software skills since most job interviews will ask you concepts like run-time, and algorithms.

I personally chose computer engineering because of this flexibility you mentioned. I have friend who went to Berkeley for a electrical engineering degree but took a lot of computer science classes. He now works at Google as a software developer. In some schools computer engineering, computer science, and electrical engineering have a lot of classes in common.

Yes,any branch students can become Software Engineer,just that they need to have appropriate skills needed.CSE students have more chances as the curriculum is quite flexible and  is mostly based on these topics only.
