Can education and anthropology calculated in best of four marks in Delhi University?

No, according to last year, both of these courses cannot be used in the calculation for your best of 4 score.
But are you referring to 'Physical Education' when you write 'education' ? If yes, then PE can be included as it is a part of the List A issued by DU, which contains the subjects that can be included in your best of 4 score.
However, DU is yet to release it's list-A. The answer I wrote is based on last year's list A.

Is alternative English a elective or functional subject? Can it calculated in best of four marks in DU?

Alternative English is subject to each college's individual preference. Some colleges might also require you to get a recommendation from the Vice Chancellor/Dean of Delhi University.
