No, hotel management students are not eligible for Food Inspector exam.

Those who have completed graduation in Agriculture/ Pharmacy/ Food Technology/ Dairy Technology from a recognized university are eligible to apply for Food Inspector exam.

Government hires food safety officers based on the state civil services exam in the concerned state. A student can pursue BTech Food Technology, BSc food science, BE food technology to become a food officer in India.

When you are planning to work as a Food Inspector, the eligibility criteria to work as a FSSAI inspector, those who have completed graduation in Agriculture/ Pharmacy/ Food Technology/ Dairy Technology from a recognized university are also eligible to apply for Food Inspector exam. You can do one thing after Hotel Management you can additionally have a degree in the above mentioned fields to be eligible for the post.
