can i add college in mumbai University portal and apply if my name does not come in merit list?

Hi,
Well iif your name does not comes under the merit list being announced then I don't think that you will be able to apply for admission to any college because for that being in the merit list is required which is made by selecting students who clear the cut off. So I think you need to qualify the exam and score more than the cut off to get in the merit list for applying.
