TFWS mean Tution Fees Wavier Scheme.Yes you can apply for both TFWS seats as well as non TFWS seats in first cap round of first year.

If you are applied for TFWS while applying for different colleges and different streams you will have two options for selecting the seat first is TFWS seat and other is non TFWS seats .You can choose either one of them or you can apply for both the seats.
