Can I apply for admission with last year PGCET marks or Can I apply next year for admission with 2020 marks?

No, you cannot use your previous year' Karnataka PGCET score in 2020 also you cannot use your Karnataka PGCET 2020 score to get admission in 2021. You need to appear in Karnataka PGCET 2020 to get admission in this year. And if you want to get admission in 2021 then you need to appear in Karnataka PGCET 2021. Only those candidates who want to get admission in M.E/M.tech/M.Arch with valid GATE score can apply for the academic 2020-21 with 2018 or 2019 or 2020 GATE score.
