can i apply for both exserviceman quota and sports quota in neet 2020 counselling ?

Yes. These reservations are not available under All India Counselling and so depending on the State that you hold the domicile of, you can certainly select both options during State Counselling. The admissions will be based on merit cum preference considering these two quotas as well.
