Counselling is very complex process and it's need to be done very carefully. As you asked you can apply for State quota and all india quota simultaneously so yes you can apply to the both.
Usually AIQ counseling for round first start earlier from the state counselling. After completion of first round AIQ counseling then only state counselling happens. In AIQ counseling, the first round have only free exit otherwise if you have proceed further in second round and you get allocated a college then you'll have to take admission or you will have to loose your deposit money.
In same way many state quota counselling have different terms and conditions so check everything then decide to participate.
Actually according to your marks check previous year cut off ranks for both AIQ quota and state quota then on that basis try to participate in state quota or AIQ. If you can get your college of choice from state quota then proceed to it.
