can i apply for councelling in government medical colleges in tamil nadu and karnataka if i am a resident of kerala?? if yes can i apply now?

If you are a residential from Kerala state, you can only participate in the State Counseling of Tamilnadu for its Management Quota seats of Private Medical Colleges. For Government Medical Colleges, you need to participate in All India Counselling. You haven't mentioned your NEET score and the Category you belong to and so it is difficult for us to predict your chances.
If you had registered already you can participate if not it is not possible to participate under government all India quota.
