if registration date is over then I think you can't apply for an exam because you didn't register in the time you've been provided.

If there is something like extension of date for registration or any other option to fill the application form then surely you can apply.

Last date to complete GATE 2021 registration October was 14 (with late fees). Last date to fill GATE application form without late fee was October 8, 2020 (5 PM).

So you have not done your registration yet .

Now you will not be able to register.
