The Candidate must hold a degree of any university which has been incorporated by the Act of Parliament or which is to be decleared as a deemed university by the UGC (University Grants Commission). So, you can apply and start the preparation for the IAS exam.

It's great you're aspiring for administrative service in Government of India. In order to do so, you will have to appear for Civil Service Examination which is conducted by Union Public Service Commission once every year. More than 10 lacs aspirants appear for this exam and success rate is very low i.e 0.01% to get into Indian Administration Service. Now coming back to your question, the eligibility criteria to appear for UPSC CSE examination is as follows: A candidate should be 21 years old at the time of giving this exam, should be a citizen of this country by birth to be eligible for All India Service, should be a graduate from a university recognised by Government of India or Distance Education Council(DEC) with minimum 3 years in graduation or passed any professional course like B.TECH/ICWS/CS/CA etc. There is no minimum percentage of GPA cutoff to appear for this exam. So, yeah a Chartered Accountant Holder is very much eligible to appear for CSE examination. Having given that he completed the whole course including CA final+ Articleship. You have completed your B.Com as well as you're already eligible for the examination in spite of having a CA degree.
