Can I apply for JoSAA counselling if my percentile is below the cutoff percentile? For example my percentile is 80 and 88 is required minimum, am i eligible?

To be eligible for counselling, you have to acquire the cutoff percentile otherwise you are not eligible.
Taking into consideration that your percentile is below the cutoff, you are not eligible.

No, you cannot apply for JoSAA if you haven't scored equal or above percentile cutoff. As the cutoff is 88 and you scored 80; so you're not eligible for JoSAA counselling.
