dear applicant,

you can apply for both but not simultaneously, as all india 15% quota counselling starts early than state 85% counselling.Moreover if you enroll your self for the second round of all india counselling then you wont be able to take part in state counselling so analyse first and take your call.If you take part only in the first round of AIQ counselling then you can surely take part in the 85% state counselling. for further details do visit this link provided.

hello aspiarnt,

all most all competitive exams in india has two types of counselling , one is state counselling and other is all india rank wise counselling. its not mandatory to become attempt to both counselling. it is absolutely fine to opting for only state counselling.
