As per the official, The Candidates who will secure equal to or more than the minimum qualifying cut off will be considered eligible for admission. You can check the qualifying cutoff with the given below link.

Dear Smit, only eligible candidates will have to register for 1st and 2nd rounds of NEET MDS Counselling. Only those candidates who have secured the minimum qualifying cut off as mentioned by National Board of Examinations will be eligible for the Counselling process. So to answer your question, without being eligible you cannot register and appear for counselling.
