Hello Aspirant,
Certain amendments were made which is referred as 'Regulations on Graduate Medical Education Amendment 2018' which states that if a candidate wants to leave a seat which is alloted either through All India counselling or state counselling without joining then the fee paid against tuition fee will be refunded.If the candidate joins the college the you cannot leave or participate other counselling process.
So in your case you have joined in a college through state quota then you cannot leave and participate.I hope this is clear and helpful to you.
