Yes of course you can apply for JEE-Advance but firstly you need to qualify JEE-Main and to qualify for JEE Mains, there is no minimum aggregate percentage criteria instead you have to clear a qualifying cut-off for JEE-Main which is released by NTA at the time of final result declaration. If you have scored 65% and belongs to OBC category then you are eligible for JEE-Advance as well as for admission into NITs, IIITs or CFTIs.
On December 16th 2020 the application process for JEE-Main 2021 February attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.
A candidate will also have option to apply for one Session or more than one Session (February/ March /April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the March/ April / May Sessions.
Some insights of JEE-Main 2021 :-
- To qualify for JEE Mains, there is no minimum aggregate percentage criteria but yes if you want to take admission into NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% in your class 12th if you belongs to General/Unreserved category and 65% if you belongs to any of the reserved category.
- From this year according to New Education Policy the JEE-Main examination will be conducted in English, Hindi and other regional languages such as Bengali, Gujarati, Assamese, Kannada, Marathi, Punjabi, Tamil, Telugu, Urdu, Odia and Malayalam.
- In JEE-Main 2021 there will be two sections for each subject, Section-A will be of Multiple-Choice Questions (MCQs) and Section-B will contain Questions whose answers are to be filled in as a numerical value.
- In Section B, candidates have to attempt any five questions out of 10. There will be no negative marking for Section B.
- All question will be of 4 marks and in MCQs there will be negative marking of (-1) on incorrect attempt.

Yes, you can apply for JEE advanced if your 12th % is above 75% only, because the eligibility criteria for JEE advanced also includes that the candidate has to score a minimum of 75% in his/her 12th, and for SC/ST/PwD criteria the aggregate marks are a minimum of 65%. Hence if you qualify 12th with 70-74% under the OBC category also you aren't eligible to attempt JEE advanced under Eligibility Criteria -5 but if you score above 75% in 12th you are eligible to attempt.
As per the last year, JEE mains cutoff marks to qualify JEE mains under the OBC category was 70.3, this year cutoff is expected to be between 70- 75. Hence if you score 90 marks under the OBC category considering the cutoff is between 70-75 you will qualify to jee mains and also eligible to attempt JEE Advanced.
