Yes dear Ankit you can apply for DU, but does not get direct college through 60%. So you have to give the entrence exam for DU colleges and the minimum cutoff for DU entrance exam for B.COM is 45% in 12th. You are totally eligible for the entrence exam, prepared well and get good marks and get your dream college.

Yes you can apply for the undergraduate admissions to the university of Delhi

Unfortunately , You can't get admissions in a good course and college if your best of four aggregate in your class 12th examinations is 60% being from the general category will make it even more difficulty and almost impossible . You might get admitted in one of the last cutoffs rolled out by the university of Delhi, New Delhi on their official website. Though you can still apply for admissions to the Delhi University online on their website - du.ac.in.
