Dear Sir / Ma'm, you can always appear for both the counsellings. The state counselling for every state generally starts a while after the commencement of the All India quota counselling. So, meanwhile you can apply for the AIQ counselling whose registration will start from the second week of June and when the state counselling of your state will start, register for that.
You need to under that 15% All india quota selection takes place initially. After the two rounds of counseling all leftover seats revert to states. Then each state conducts counseling for the 85% state quota seats and the leftover of AIQ seats.
You can Apply for both but if you are alloted a seat in all india quota then you can not apply under state counseling as per rules.

15% All India Quota counselling is done by central committee while admission to 85% state quota seats are done through State Counselling Authorities. After declaration of results central committee will start its counselling and you can apply through that for all India counselling. The state committees will also declare their counselling schedule and you have to apply for state quota counselling. Hope this helps.
