can I apply only for neet state counciling?

No, you can apply for both state as well as all india counsellings. It is totally up to you if you want to attend either one, both, or neither. It is also up to you which college you select (the one you get from state or AI counsellings). But make sure to attend all the rounds of counselling to be eligible for the subsequent rounds.
