I hope you are doing good. Now Coming to your query, Venkatesh it is possible. If you got a seat in the 1st round then attend the college before the due date they mention but don't pay any fee and even don't submit any Original certificates  Because you want to participate in 2nd round so if you get better college in 2nd round then you go for it in case if you pay fee before only for round 1 college then it becomes very very difficult to take back fee from that college. Remember Even though you wantb to participate in 2nd round still you have to report 1st round college before due date otherwise you may lose that seat.

But the safest thing to do is report at the alloted college in first round and secure the seat. While giving options in second round counselling select only the colleges you wish to join which are better than the college alloted to you in first round.

As the TS EAMCET first round of counselling released .you have secured a seat it's good

In order to participate in the second round of counselling . You have to complete all the self report and joining report via Web site

And then you can participate in second round of counselling

If you get seat in the second . Your first round seat will be cancelled

If you do not get seat in the second . Your seat will be same and not cancelled

You can confidently participate in the second round of counselling

When you go to second round of counseling if the seat that you have selected in the first round and you don't change the seat or college in the second round of counseling then by default your seat allotment in first round will prevail.
