No, to become a IAS officer your have to clear the UPSC exam which is the toughest exam in India. But yes after B.A.(Psychology) you can apply for UPSC and choose psychology as optional subject.
But to become a Psychologist you have to do M. Phil or P.hd in any branch of psychology.

Yes, you can become Psychologist and IAS at same time. To become Psychologist, you need to qualify degree from Psychology, Like BA Psychology or MA psychology. B.Sc Psychology courses are also there. If you take up any bachelors degree which has a psychology as one of the major subjects, after you graduate , youll be a psychologist. But to pursue more in Psychology, You will need to do MA or MSc in Psychology. This gives you a title and job of psychologist. A student after graduating from psychology, work as case managers, psychiartic technicians, career counsellors etc. But they are also a psychologist. To become an IAS , you need a minimum of a bachelors degree in any field. You can take up IAS after doing any BAchelors degree from a recognized university in India. Minimum age qualification to be eligible for IAS is 21 years of age, so you can definitely become both Psychologist as well as IAS at same time. By the time you complete your bachelors , you can take up IAS prelims exam . After completion of prelims , if you qualify, you will be able to attend Finals. IF you qualify in That as well, you will be selected for an Interview . IF you pass it , then you are regarded as IAS officer. If not, you can re attempt Prelims . Along this time , you cna even enroll for Masters and Finish Psychology. By the end, youll be a psychologist as well as IAS . SO your option is a possiblity that you can opt both.
IAS Exam is an Offline Exam , pen and paper based, Conducted by UNON PUBLIC SERVICE COMISSION (UPSC) . Usually , the portal opens to fill application form from february till march.. Exam would be usually in JUNE and finals will be in September. To be eligible you need to have degree in any field. Also , the candidate must be an INDIAN CITIZEN.
