Yes you can become deputy collector after Bpharmacy.
You need to write mppsc The eligibility criteria is passed bachelor's degree in any discipline from a recognized university, in addition to this as it's a state level exam hence efficiency in marathi is required in speaking, writing and talking, you're eligible to appear for MPSC exam which is conducted for the recruitment of various group A,B, C posts in state administrative department with your BPharm degree, the exam pattern and syllabus just like any state level PSC exam is quite similar to UPSC exam,.you may visit the official website at https://mpsc.gov.in/ to know more details regarding this.
