No you cannot cancel your seat alloted to you after the seventh round of JOSAA counselling and if you do not report to the institute then your seat will be cancelled and your seat allotment fee of Rs 35000 will not be refunded. If you are unsatisfied with your institute then you can participate in the upcoming special rounds.

Dear aspirant,
You have to go to the allotted institute to get refund of your seat acceptance fee. Other wise you can't get refund back.
You can't participate in the CSAB special round without withdrawal of your allotted seat in 7 rounds of JOSAA counseling. If yu didn't report at your allotted institute in the time of 19th July to 23rd July then your number is automatically rejected. If you want to participate in the CSAB special round 2019 then you have to report at the allotted institute.
