Same case is with me and I wrote a email to nta help desk. They have replied that you can change your state when correction window will open. Meanwhile you write a email to nta help desk about your issue. Hope it works.

Dear Pathan, unfortunately you cannot change the State of Eligibility Quota as it affects the merit list. You cannot even change it during the Correction window as per the NTA rules. If you haven't submitted the form yet, you can go back and edit the details. Or else, the only option is that you may have to fill in a new form with new Contact No# and new Email id but this time with the Correct State of Eligibility. The authorities will notify you of certain errors either through SMS or Email and then you can rectify them under correction window. But what are the chances that the authorities would know your State of Eligibility? And unfortunately, the correction window opens after the last date of online applications is closed. The applications last date is the November 30th and the correction window opens on January 14th. You can take a call based on these facts.
