Can I change my alloted branch from ECE to COE this year in online counselling as my percentage is above cutoff percentage in COE at Thapar University for B.Tech.

According to your question and taking into consideration that you have cleared the cut off for computer engineering.
I would like to say you that if you have opted for upgradation in online counseling when you got ece then you will definitely get computer engineering but if you have locked your seat then you can't change your seat. Maybe you can do it in spot.
