Firstly, to answer your question, yes you can but let me tell you about the main possibilities and their procedures.
Generally, after diploma students tend to join engineering colleges as a lateral entry where they can skip one year of engineering and directly join from the second year. But this does not always allow you to change the stream. Even if allowed then you can only choose stream related to your stream in diploma. Though I've read that there are some colleges that let you do that but I cannot assure it.
But in your case, if you are really willing to take computer science as your branch you can sit for JEE and other similar entrance exams and start your graduation course from the first year with the subject of your choice.
According to me, if you wish to change your stream you should start preparing as soon as possible and sit for the entrance exams and get a good rank so that you can join a top college and do your graduation in computer science. I will only suggest you do that when you are absolutely confident about your decision because it is going to be a bit difficult to get acquainted with a new branch.
