Yes, every university and college have provided the option of “branch change”, for the students after passing first year, so that if any doubt still prevails in the mind of a student after taking admission in first year, he/she can then change his/her respective branch in second year.
The procedure for the branch change differs from university to university, but basically the procedure is that a minimum cut off is taken out for each branch and if adequate seats are available in that respective branch after applying for the branch change, then depending upon the number of applicants for the branch change , a final list will be taken out for each branch.
This will be probably the common procedure, but may differ in certain terms and conditions.

Change of branch in B.tech is very common after completion of 1 year. But not all Universities allow this. Many NITs don't allow sliding. As of Andhra University, Slide to B.tech CSE is really unlikely to happen. But earlier, students of B.tech Civil took slide to B.tech mechanical. This is among the discretionary powers of college authorities and also greatly depends on the vacancy of seats.
It will be helpful to contact the college authorities for proper knowledge regarding branch slide.
