, From some research on internet I found that, Yes you can change your preference or choice of subject in the second or last round of your upsee counselling because at the time of last or second counsel many students take admission in other private colleges so seats are vacant.

Yes you can change your seat and college if you are eligible. There are two options in upsee while filling the form -
1. Float
2. Freez
So, if you choose float option during the first round of counselling then you are eligible to change your choices for college as well as trade for 2nd and 3rd counselling. But if you have choosen freez option that means you have locked your college and you are not allowed to change further.

According to guidelines provided by the exam officials you can not change the locked choices after round 1.You right to change the choice is upto before choice locking.After that there is no way by which you can change the choice.
Hence you can not change your choice in 2nd Round of counseling.
