Why are you planning to change your college after 1st semester?.If you want change your college,then do it right now... Beacause after completing 1st semester no College will provide you admission in 2nd semester.You will have to wait one year if you want take admission in other Colleges after 1st semester.

As you asked about to change your college after your first sem ....so actually it depend upon college.. is that college give your money back or not .... and also it depend upon the another college where you want to get admission is that college allow you to set in 2nd sem after changing your call is not in most cases student have to start their college again at new college..
