Can I change my college after First Year LLB to take admission in Second Year LLB if latter college comes within the jurisdiction of the same University?

That college you have taken admission for LLB course and you have continued in your first year of LLB course now you want to change your college under the same University constituent college for LLB course. According to UGC rules for admission student after taking admission in one of the colleges and on the way of completing his first year course there, then if you are interested to change your college under the same university on another college then a student has to take admission not in the second year but from the first year at the beginning of the course.
