Hello Kuldeep, Yes, you can change your college without any issues. There are thousand of dropouts each year in india. You would need to clear all your dues(if any) from the college and get a no-objection certificate(NOC) from the college. But think about it more than once and consider all the options and possibilities. Keep your future plan ready what you want to study and do after leaving your current college. While majority of colleges don't take admission in 3rd year but there are still some of the colleges which allow transfer students in 3rd year.

I am sorry to say but no, you cannot change your college if you have completed your 2nd year. Changing college was possible after completing 1st year and taking admission in another college through lateral entry. But after completing second year, it is very rare to get your college changed as colleges don't accept new admission at that time. So you cannot change your college now.
