It is determined by the state in which you are currently enrolled. Few states allow you to change colleges after you finish your first year or second semester. However, because they provide you the option of transferring colleges, they also have a few requirements. If you meet those requirements, you can undoubtedly change your college.
You cannot change colleges after your first year for any reason, even your grade point average. In one case, you can switch colleges if your present institution is ready to issue a migration certificate and the new college offers open spots in the second year. You should check with your college to see whether you can migrate after your first year. There is a possibility that you will not be able to migrate.
