Yes, it is possible but it depends on the college.
Sometimes you need to take entrance exam again.

Sir , I am studying b .tech 2nd year in qis institute of technology ongole ,in the stream of civil engineering the clg will affilated to jntuk university so I have to change my clg to chennai some other clg's to continue in 3rd year 3-1 semester and i have backlogs also sir please say is it possible or not changing my clg sir

This is not really possible. To take admission in other college in second year you will have to appear for the exam afresh. Also in the same college you can apply for course change if the college has this criteria but otherwise college change is not allowed with the same previous rank or scores.
