Can i change my engineering college after 1st year to a different university affiliated college and continue my second year there? If so then can I change after 1st semester or 1st year? Do I need to pay four year fee? If I transfer to different college do I need to pay management fee+college fee?

As you have secured a seat in the engineering college and considering you have already paid your fees for the first sem and your mid sem is also over so I would recommend you to kindly talk to the dean and tell him about your matter. He will be the right person to guide you in the next steps.
