can I change my preferences for college in comedk engineering in second round counseling if i select 1 seat in first round counseling

No you can not change your preferences for college in COMEDK after first round. You can do it before the extended round. But not before second round of counseling.
still keep checking as the rules can change.
But as far as I know, You can't.

Yes you can change college/course in 2nd round of counselling.
