Hello aspirant, whether you can change your branch or not is totally depend on the college you are in. Some colleges have the rule that by seeing the SGPA of your first year and depending upon the branch you are willing to change to, you can change the branch. While in other colleges this is not applicable.

Hello, Most of the colleges in India allow students to change their major after 1st year or any other year(differs from college to college). But you will have to be eligible for the change in major according to university policy. There is a minimum gpa you need to have to change your major. Mention the name of the college you joined/want to join, for more details regarding changing branch.
Dear Aspirant,
Not all the colleges provide this facility but around 70% of colleges do. They have some seats reserved for the students who have performed exceptionally well in their academics. Such students if wished to can apply to change their branch. However, there are very few seats reserved under this and therefore you have to be in top3 in your class and moreover, changing branch to a higher one is more competitive than choosing the lower branch.
For example, getting into CS is harder than getting into Civil.
