yes, you can, since you have Diploma in Electrical Engineering, you may have issues in registering for a B.Tech program in Civil in some Institutes or Part Time courses/disciplines at NITs. Though it is always advised to go for a full time Lateral Entry Degree (B.Tech) in Civil Engineering from a known Technical University you can perhaps opt for an Associate Degree ( AMIE, Equivalent to B.Tech) issued by the Institution of Engineers, India in Civil Engineering, before you start your career in Civil Engineering.
