No, for getting admission into 12th you need to have 11th certificates. Even if you want to pursue from another college, you need to submit 11th bonofied/ meme for admission into the college

pseb stands for punjab education board. however if you enroll for 11th class in pseb then you must study the 12th course also from pseb. however to get 10+2 course certificate you myst complete the 2 years course. now coming to nios studies. since nios is a distance learning program you may study simultaneously besides your 11th course. however from the course view of point it is not a wise decision. it is quite difficult to bear the study load of both of the  streams, but it sounds hard to achieve a good score from arts stream or from science stream. so you need to think first which course you want to study and what would be the education board to pursue the course.
