Yes you can do a btech in ECE department after completing your 3 year diploma course
You have to take leet entrance exam to qualify in the designated college for studying in second year onwards.

Yes, you can because the basic eligibility criteria is that a candidate should have 50% marks in Diploma in Engineering in any branch/discipline of 3 year duration from a recognized university.You can apply for lateral entry examinations of various colleges and state level Lateral entry examination.

but the government website didn't mention the electronics and computer branch as eligibility criteria

diploma candidates cannot apply for ECET...please mention your state so that i could tell you about the lateral entry exam for admission of diploma candidates
