can I do BTech and B design together

Unfortunately not. You can not do two professional courses together that requires regular classes and presence. B.Tech being the professional course where you need to implement things and solving problems, coding, manufacturin. In short, everything is there in Btech course so does in Bachelor of designing course.
Both courses requires practical knowledge and for that you need presence and regularity. So it is not possible to do these courses together.

As per the regulations of the UGC, a student can't pursue two full time courses together. So you can't do BTech and B.Des together. Now depending on your interest, you need to choose the field. Now if you want to pursue both the courses depending then you need to do one in Distance mode and the other in Regular mode. But both of them can't be regular.

UGC now allows candidates to pursue two degree courses simultaneously,
however the only condition is one has to be done through distance mode and another through regular mode,
hence you can pursue BTech and BDesign at the same time but one has to follow the route of distance learning and another through regular mode, both the courses cannot be pursued through regular mode,
