Yes , you can do mechanical engineering after diploma in mining engineering .. through lateral entry in 2nd year of B.Tech. But, you may face some difficulty to understand the new topics as you are willing to change your stream from mining to mechanical.. some subjects /topics you may find unknown (i.e. not studied in diploma).. So, it's up to you.. if your desire is to get admission ME, then through several state level entrance exam , you can get admission in B.Tech
But , let me tell you.. that the admission is totally based on seat capacity and the question paper level in each year .. for these parameters , the cut off for individual institutes can vary year wise.

You can do 4 year course programme of Btech in mechanical engineering after mining engineering. But, if you see the chances in the mines after completion of mechanical engineering were very less. There are no typical works in the mines for the mechanical engineers. It is better to adopt a better opportunity in your domain. Instead of shifting to another one.
