Yes you can do it.
UGC has agreed to a proposal to allow students to pursue two degree programmes at the same time. One of the degrees has to be in the usual mode and the other either in open and distance learning or online. A student can pursue two degrees in different streams as well as from different institutions or colleges.

You can pursue Diploma in Elementary Education from any private college recognized by NCTE, this is essential if you intend to have a career in the teaching at school, in case of teaching in any college then this ain't needed, you just need to be NET qualified which is conducted at national level, also at state level there are SET conducted which you can try for if you have secured 55% aggregate in master's degree from a recognized university, there is relaxation of 5% for reserved categories, you can pursue PhD from any recognized university whether it's government or private, even the same case goes for any teacher training course, but it has to be recognized or approved by respective educational body, and yes, if you're NET qualified it becomes easier for admission in PhD as you're exempted from its entrance test, though you may have to appear for interview,
