Yes, you can  pursue Hotel Management after class 12 in Arts stream. You  can pursue either Diploma or a full-time UG program after completion of class 12. The eligibility criteria is to have 50% marks in class 12 examination from a recognized board.

Well yes, You only have to pass 12th standard for joining any Hotel Management course. So a degree in arts wouldn't matter. Neither your 12th background matters for selecting this course.What you study in 10+2 doesn’t affect or change anything. You have to prepare separately for a hotel management national entrance exam just like a CAT or JEE. This is keeping in mind you are applying for one of the government colleges. But regardless, you could pursue hotel management whether you’re from science, arts or commerce streams in your junior college or graduation. courses to do after 12th standard-
